Infiltration Crisis: Internal security under pressure in India

India faces serious internal security challenges due to illegal infiltration by Bangladeshis and Rohingyas, which impacts social harmony and resources. While the Army secures borders, addressing this internal issue requires coordinated government action and public support

India is facing its security problem not only from outside the border but also from inside the border too. Internal security is largely due to illegal Bangladeshis and Rohingyas in the country. Our Army is fully capable of fighting the enemies on the country’s border but pointing out these illegal intruders growing inside the country and flushing them out is very difficult and subtle in many ways. These illegal Bangladeshis and Rohingyas are posing challenges to the public and the government in multiple ways in daily life.

This grim problem was completely ignored by the dispensations pre-2014 but now appropriate action is being taken against them which is quite satisfactory. This problem is not only afflicting India but many developed countries of the world like the USA and many countries of Europe are very troubled by this type of illegal intrusion. Strong action is being taken against illegal intruders in many States of India. Illegal Bangladeshi intruders are being arrested from many parts of the country. But to solve this problem, appropriate action is needed at many levels. In this, both the State governments and the Central government will have to take appropriate joint action in collusion. Currently the BJP, NDA and like-minded State governments are taking appropriate steps to get rid of the menace. But there are many States including West Bengal and the Congress party ruled States which are not interested in solving this problem. These States even sheltered the illegal Bangladeshis and Rohingyas being evicted from other States.

 

In order to get rid of the problem we have to find out the root cause of the problem, The moot question is whether West Bengal is the entry point for infiltrators? Actually, some sensational revelations have also been made in recent times. Bangladeshi infiltrators are even becoming leaders and workers of the ruling Trinamool Congress party in West Bengal. The Union Home Minister Amit Shah has also said that Aadhar cards of most of the infiltrators are prepared in 24 Parganas district of West Bengal. After that they spread all over India. In such a situation, a serious question now is to save the country from the web of these infiltrators. Recently, when the matter of giving relief to infiltrators reached the Supreme Court, the court clearly said that India is not a Dharamshala. We already have a huge population of 140 crores. But the way infiltrators have increased the population imbalance in the country in the last few decades, it seems that if the country has to be saved, then infiltrators will have to be driven away within a certain time period. But the irony is that whenever action is taken against infiltrators some politicians, lawyers and so-called intellectuals come in their defence like a shield for them only for the sake of the vote bank.

 

Delhi Police’s applaudable and swift action against illegal Bangladeshi infiltrators in Delhi is going unabated. Action against illegal Bangladeshi infiltrators in Delhi is happening more rapidly after Arvind Kejriwal’s government was ousted from power. These Bangladeshis were running their activities from Wazirpur and New Sabzi Mandi areas illegally. The infiltrators include not only men but also women and children. The Delhi Police has taken this action after receiving confidential information. The Delhi Police made a big disclosure and said that these people do not keep any type of identity card and mobile phone. Delhi Police worked in a very planned way to catch these infiltrators. Before catching the Bangladeshi infiltrators, complete information about them was collected. Police teams were deployed in these areas. Based on intensive and intelligence information, the police conducted a door-to-door search and interrogation campaign, after which these Bangladeshi citizens living illegally were detained. According to Delhi Police, this campaign was conducted to identify and arrest foreign citizens living illegally in the North West district.

 

Recently, Jawaharlal Nehru University released a report. In which many shocking revelations were made. In this report, it was mentioned that a large number of illegal immigrants are also living in the capital Delhi. In which the population of Muslim Bangladeshis and Rohingya Muslims is the highest. This report said that due to infiltration, there is also a population imbalance between the Hindu and Muslim population in Delhi. The report also claimed that about 96% of the illegal infiltrators living in Delhi belong to the Muslim community. These infiltrators mostly settle in crowded areas like Seelampur, Jamia Nagar, Zakir Nagar, Sultanpuri, Mustafabad, Jafrabad, Dwarka, Govindpuri. These illegals put undue pressure on the resources and are also harming the social and religious harmony. Apart from the touts the Mullahs and Maulvis also have a big hand in settling these infiltrators. The nexus of brokers and Mullahs and Maulvis even arranges accommodation and jobs for them. With the help of this nexus, their fake documents are also prepared.

 

According to the report, this is also affecting the law & order and electoral process of the country. It has been mentioned in the report that due to the infiltrators, the number of illegal colonies and slums in Delhi is increasing rapidly. Which is directly affecting the infrastructure of Delhi and it is crumbling. The settlement of illegal infiltrators in Delhi has also had a big impact on the cleanliness and water supply of the city. Apart from this, due to these intruders, health services in Delhi are also facing challenges. Due to the increasing influx of infiltrators, hospitals and clinics are not able to meet the needs of the legal Indian residents living in Delhi, whose needs should be the first priority. According to the report, there is a lot of pressure on the education system in the areas where illegal Bangladeshis are living. This problem has also had a negative impact on the quality of education in these areas. According to the report, competition has also increased between the legal local workers living in Delhi and the infiltrators in low-paying jobs, due to which there is a lot of resentment among the legal residents of Delhi because they are not getting work. In fact, these infiltrators are ready to work even on low wages due to which the opportunities for those working legally in Delhi are shrinking. This has also reduced the income of the people, which is also a big problem.

 

To understand how infiltration takes place in other parts of the country, first of all we have to understand the route of infiltration. Most of the infiltration from Bangladesh takes place through West Bengal. Bangladesh shares a 4096.7 km long border with West Bengal. There are forests, rivers and streams on this border and taking advantage of this, Bangladeshis firstly enter West Bengal. After this, they reach Delhi and different States through bus and train. But these Bangladeshi intruders do not do everything on their own. There are gangs on both sides of the border that help them to cross the border. First of all, there is a gang that helps the illegal intruder cross the border of India on payment of ₹ 15000 to ₹ 20000. And then after this, the illegal intruder turns towards that city where intruders known to him are already living. When he reaches that city, then by spending money, fake Aadhar cards and fake passports are prepared. Once the papers are made, these illegal intruders start a job or some other business of their own. In many parts of the country, the Muslim population is increasing rapidly, while the population of Hindus is continuously decreasing. If we try to understand this population balance of the National Capital Region of Delhi, then after Independence when the first Census was conducted in 1951, the Muslim population in Delhi was merely 5.7%, which increased to 12.9% by the year 2011. It shows that in 60 years the Muslim population in Delhi has more than doubled. In this time period the Muslim population in Delhi increased by 7.2%, whereas at the national level, the Muslim population has increased by only 4.4%. The Hindu population of Delhi was 84.2% in 1951, which decreased to 81.7% in 2011. In this time period, a decline of 2.5% has been observed in the Hindu population in Delhi. The 2021 Census has not been conducted and when this new Census will be conducted, then this ratio or difference between the Hindu and Muslim population may increase even more in favor of Muslims.

Illegal Bangladeshi intruders are hiding like termites in almost every city of the country. The country’s financial capital Mumbai has also been facing a population imbalance due to Bangladeshi and Rohingya intruders. According to a report by the Tata Institute of Social Sciences (TISS), the Muslim population in Mumbai is constantly increasing and the Hindu population is decreasing there too. According to the report, the Hindu population in Mumbai was 88% in 1961 which has decreased to 66% in the 2011 Census. According to the same report, the Muslim population in Mumbai was only 8% in 1961 which has increased to 22% by 2011. This shows that in 50 years the number of Hindus in Mumbai has decreased by 22% while the Muslim population has increased by 14% in the same period. The population of Muslims in Mumbai has increased two and a half times from 1961 to 2011. According to the report of the Tata Institute of Social Sciences, if the population continues to increase unabated and in the same pattern then in the next 40 years the Hindu population in Mumbai will come down to 54% only while on the other hand the Muslim population can increase up to 30%. In the same report, it was also said that the number of Bangladeshi and Rohingya intruders is increasing in Mumbai. The Congress and some local political parties are using these intruders for their vote bank politics. Due to illegal intruders, there is an excessive crowd in the slums of Mumbai and the public services like health care, education, sanitation, water supply, electricity are being badly affected. The burden on resources is increasing due to illegal intruders. Union Home Minister Amit Shah has also said that Aadhar cards of most of the intruders are made in the 24 Parganas district of West Bengal. After that, they leave from here and spread across the country. The most sensational case in this matter is highly shocking. An illegal intruder himself revealed that he was involved in the movement against the Sheikh Hasina government in Bangladesh as a student. After that, he reached West Bengal by illegal intrusion and not only here, he became a worker of the ruling Trinamool Congress party. It is clear from this that illegal Bangladeshi and Rohingya intruders are also connected to the vote bank in India and this explains why some parties and their leaders keep waiting for these intruders. They get all kinds of identity cards made for them and provide them with all the government facilities.

 

The Communist Party was in power in West Bengal from 1977 to 2011. In these three decades, Bangladeshi Muslims were settled in West Bengal like sons-in-law. But after Mamata Banerjee came to power in 2011, the situation became even worse. The surprising fact is that Mamata Banerjee used to raise the issue of infiltration at that time, but when she came to power, she became their vocal supporter. The reason is that these Bangladeshi Muslim infiltrators have become Mamata Banerjee’s vote bank. Illegal infiltration has created an imbalance in the population of West Bengal. In 1951, the population of Muslims in West Bengal used to be 19.8%, but according to the data of 2011 census, the population of Muslims in West Bengal in 2011 is 27%. When the next Census is conducted, this figure will become even more gigantic. In 1951, there were about 51 lakh Muslims in West Bengal, while the population of Muslims in 2011 has increased five fold to 2 crore 47 lakh. While the Muslim population has increased by around 4.4% in the entire country, this increase is 7.2% in West Bengal. While there used to be 78.7% Hindus in West Bengal in 1951 which came down to 8.2% to 70.5% in 2011.

 

The serious problem of infiltration is also witnessed from the tribal State of Jharkhand. The figures are screaming and testifying how rapidly the Muslim population is increasing due to infiltration in Jharkhand’s most important tribal area Santhal Pargana. At the same time, the tribal population is declining rapidly. If we examine the data, the tribal population in Santhal Pargana used to be 44.7% in 1951. The Muslim population in this area at that time was 9.4%. In just 60 years from 1951 to 2011, the tribal population in Santhal Pargana decreased by 16.6% to 28.1%. That is, there was a decline of 16.6%, while in the same time period the Muslim population has increased by 13.3% from 9.4% to 22.7%. The population imbalance may become even more severe in the upcoming Census. The common theory that the Muslim population has increased in the entire country is not applied in many States like Assam, West Bengal, Delhi and many other States and specific areas as the increase in these areas is much more than the national average. At the national level, from 1951 to 2011, the Muslim population increased by about 4.4% only but in Santhal Pargana during the same period, the Muslim population increased by 13.3%, which is a big alarm bell for the tribal society.

 

The Gandhi family and a big section of the Congress party leadership have not only been indifferent to this problem but have also been looking at these infiltrators as their vote bank. To understand the root cause of this Bangladeshi infiltration in the early days, its history will also have to be understood firstly. Along with the country getting Independence in 1947, it was also divided into India and Muslim dominated Pakistan. On one side of India was West Pakistan and on the other side was East Pakistan which we know today as Bangladesh. Immediately after Independence, Muslim infiltrators started entering Assam from East Pakistan present day Bangladesh. Regarding this, the then Chief Minister of Assam Bharat Ratna Gopinath Bordoloi had expressed concern to the then Home Minister Sardar Patel. After which Sardar Patel repeatedly raised the infiltration problem of Assam to the then Prime Minister Nehru. Meanwhile, by 1950, the number of Muslim infiltrators in Assam started increasing very rapidly. Sardar Patel was very worried due to this illegal infiltration. He wrote a letter to the then Prime Minister Nehru about this only some days before his demise. But Jawaharlal Nehru gave a different twist to avoid this problem. In response to Sardar Patel’s letter, Nehru wrote a letter on 1 October 1950 which was published on page number 306 of Volume 15 of Series Two of Select Works of Jawaharlal Nehru. In this letter Nehru writes Dear Vallabhbhai, you had written to me about Muslim immigrants entering Assam from East Pakistan (present Bangladesh). We should try to stop their entry. The number of such persons and Muslim intruders does not appear to be very high. According to the documents sent by you, the number of these Muslim intruders on any one day was 120. Generally, this is also the movement of people looking for employment. Jawaharlal Nehru took this important issue so lightly and completely dismissed the matter.

 

News of illegal intruders being used as vote banks by some political parties as well as by many organizations to spread disturbance has become common. These intruders are used by anti-India forces for different kinds of unlawful activities. These illegals are engaged in chain snatching, molestation, and stone throwing. Our law enforcement agencies have to spend a lot of their resources to nab these law breakers. Such people can easily change their place of residence and place, so it is very difficult to tighten the legal grip on such people. The government should take the support of the common masses by social media to identify and nab them. The common masses are also highly perturbed by their activities like barricading on roads and such activities. The masses will also support any such government activity.
